Russia Plans Moon Base

We have not heard much from The Russian  Space Programme for a while. But it appears that plans are under way for a Moon Base. However, Russia has been dependent upon old technology for quite a while now and without new technological development, which may or may not be happening, it seems that these plans are very ambitious.

It is understandable that the new generation of Russian scientists wants to stop marking the breakthroughs of the past and to start making some of their own, but will there be the political will and the finances to back this up.
